EU Bass Measures: On 13 December the Council adopted the following measures for 2017:
Recreational anglers are asked to practise a catch and release fishery in the first half of the year and to limit their catches to one fish per day in the second half of 2017.
EU Bass Measures: On 13 December the Council adopted the following measures for 2017:
- no fishing for sea bass by commercial vessels targeting sea bass, except for long lines, pole and lines who will have a closure of two months in February and March 2017 and a maximum catch limit of 10 tonnes per year;
- a monthly limit of 250 kg for vessels deploying fixed gillnets and traps to cover unavoidable by-catches;
- a small by-catch allowance of 3% and a maximum of 400 kg is envisaged for demersal trawlers and seiners.
Recreational anglers are asked to practise a catch and release fishery in the first half of the year and to limit their catches to one fish per day in the second half of 2017.
Christmas Competition
What a brilliant club competition with about forty entering and a real crowd at the weigh in. For a change a good number of fish entered although great to see that most appeared only in photograph form with C&R in operation.
Full results below but the winner was James Spires (above) with a C&R lesser spotted dogfish of 2-4-0.
Congratulations to Jnr. Billy Williams who won a rod and reel for his whiting of 0-13-9 which was happily swimming around in a bucket and was released after weighing. (Meanwhile a mile away is a beach covered in tonnes of dumped fish-please email IFCA))
The final results of the Shore League have now been published but interesting to see that the expected final day showdown didn't materealize as none of the top 3 weighed in a fish!

Cornwall IFCA Net Ban in Estuaries-some releatively good news from Truro Meeting
"So, the banning on mono gill nets in Cornish estuaries moved a step further this morning. Is it perfect? No. I certainly would have liked to see the new bylaw taken forward WITH different seaward boundaries for the Helford and Camel, zero opportunity for ebb nets (except in Fal under permit) and no opportunity for long lines.
However, it is unquestionably a hell of a step in the right direction.
Later in the meeting, the Chief Fisheries Officer reported on the RSA meeting held recently at Kingsley Village expressing her (and fellow officer’s) delight that the meeting had been so well attended and that more and more sea anglers were becoming engaged".

As fishing is a bit quiet we have introduced a new outdoor sculpture competition.
Amazing how Robert made this sand sculpture look exactly like a real cod
All those anglers with all those rods and only 1 flounder (about 1-5) and a couple of mullet caught.
Well done to Pete Kessell who wins the Rex Thomas Trophy and gains 7 points in the shore league.

Bass Net Proposals-the EU meeting takes place in December
As you know proposals have been put forward to make bass a hook and line fish only. If you really want to get rid of gill nets you must help by putting pressure on the people who will make the decision. Below is a link to a petition and email help so that you can send emails to George Eustice, EU Ministers and your local MP.
Please spare some time to do this-if you don't help you will only have yourselves to blame if the proposals are watered down.

End of the line for damaging bass nets in sight
Angling organisations, who have been battling for a better deal for threatened bass stocks and for the introduction of sustainable forms of bass fishing, have today welcomed the announcement by the European Commission that should see the removal of damaging gillnets from the bass fishery in the North Sea, English Channel and North Atlantic.
If the proposals are adopted by the Council of Ministers at the forthcoming Fishing Opportunities meeting in December, commercial bass exploitation will be restricted to hook and line fishing only for ten months of the year in 2017, with a closure in February and March to protect spawning aggregations.
Recreational anglers will be allowed to retain ten fish a month during the ten month open season, as opposed to one fish a day for just six months as is currently the case.
Overall the Commission’s proposals to remove the nets from the bass fishery will make a significant reduction in commercial bass mortality, while the recreational take is likely to remain broadly similar. However, the introduction of the more flexible monthly bag limits for anglers – something the Angling Trust has been arguing for – will help to undo some of the damage done to the charter boat fleet which lost up to 20% of its revenue as a result of a downturn in anglers' bookings following the introduction of the zero and one fish bag limits for 2016.

The Cornwall IFCA Anglers meeting on Tuesday 18th October took place with a packed room of anglers and others from Cornwall and beyond.
Thank you to the IFCA Officers and IFCA Committee members who attended. All the clubs and organisations represented are listed below.
While there is a very long way to go it is good that at last Recreational Sea Anglers are being given a voice in the management of our fisheries.
The best news so far is the proposal to ban the use of most nets in Rivers and Estuaries. This could make a huge difference to fish such as bass, bream, mullet and flounders.
Now everyone reading this must do one thing before October 28th. You must email IFCA and tell them how brilliant this proposal is and how much you agree with it.
Please feel free to add other ways in which you feel Cornwall IFCA can help sea angling.
Below is the email to use and also the site to read about the proposals if you wish. If you can forward a copy to the MMO (email also below) even better but Cornwall IFCA have said they will forward emails received.
Please send that email - Or of course an old fashioned letter would be equally welcome (address Below)

Dear IFCA and MMO I am writing to support the proposed bye law to ban netting in Cornish rivers and estuaries. Bass, mullet, bream, flounders and a host of other fish species will all benefit from this proposal. This should have been done many years ago. The RSA sector is of great economic and social benefit to the whole of Cornwall and the much wider community. When you think of the economic activity generated in Ireland, USA, Channel Islands and other angling hot spots the potential is huge. As it stands at the moment angling is a shadow of the past- when I was young the numbers and sizes of fish was so much better. Cornwall could become a mecca for angling and attract anglers from the whole of Europe. The banning of nets in rivers would also benefit the commercial sector as fish move out into the wider area. I do strongly believe however that the use of inshore mono-filament nets needs to heavily curtailed if not banned completely.Think of the damage they do to other wildlife and the number of "Ghost Nets" must be enormous. Even the EU has recently criticised the UK for not protecting it's marine mammals. Even most commercial bass fishermen, who use hook and lines, would support this proposal. Thank you for at last giving RSA a voice but please do not base the future on "Maximum Sustainable Yield"- that the minister keeps using-that catchphrase is a recipe for disaster. Add a piece about no ban on ebb nets and use of longlines. See new info at top of page. Peter Maddern -President of Mounts Bay Angling Society |

News from the Meeting Tuesday 13th August
Membership now stands at 135
President Peter Maddern and Chairman Mike Delbeidge both gave thanks to all those that made the 60th Festival such a success. Members at the meeting felt the prize and target fish elements were particularly good. The BBQ was well attended and was a super social event -it is hoped that next year's Festival can contain many of this year's best elements.
The Junior Report can be read on the Junior Pages and John Brooks also congratulated the club on it's C&R Policy which was proving to be such a success.
The Fish Recorder reported about 80% of fish were now being returned with most of those kept being mackerel.
Malcolm Gilbert informed the meeting that at long last there is to be an IFCA Strategy for Angling in Cornwall. A consultation period would start very soon and anglers, tackle shops and others must write and give their views.
A discussion took place on how to organise the One Day Open Comp in Oct. without reverting to fish being kept purely for prizes and then dumped.
More details will follow as we get closer but the comp. will be targetting 4 species only.

Anyone help David Turner with this-tuna fishing 1920s/30s
In a recent post on facebook it was mentioned that, in the 1920's/30's there was a thriving tuna (tunny as they were then known) angling operation centred on Newlyn & Mousehole. Although the similar fishery in Whitby is well known I have never heard of this one. It would make an interesting article for Saltwater Boat Fishing for which I regularly write if it is true. Do you know anything of this or of anyone/ families that may have been involved?
regards, David Turner

Sad to report that one of the club's Vice Presidents John Wing has passed away. Johnny was the owner of the Quay Shop opposite Penzance Harbour. Many will remember that the shop was often closed but was immediately opened if the bell above the door was rung.
Johnny was a bit of a character to say the least but was very good to the club over the years and we still have trophies bearing his or the shop's name. Our thoughts go out to his family.
The funeral is at Camborne Crematorium at 11am on Monday Sept 5th.

Report from club member Steve Lugg on his recent trip to L'Orient and a fishing trip with our French friend Jean Pierre Pichard.
This is a photo of my recent trip to Lorient
Had a great day out with three French anglers. Mid day we had Cote de Rhone with salami and after a while all fishing stopped for lunch. The table came out and was covered in all sorts of different kinds of pate, tuna, salad and of course French bread. This was all washed down with a couple of bottles of Bordeaux.
This was followed with cake and then fruit for dessert. A very different kind of fishing I think you'll agree.
We then had beer on trip back to the port.
Forgot to mention that we also caught some fish.

Below is a photo of a local man collecting rubbish left by anglers at Trefusis. Two of our club members were there yesterday and said the rocks were plastered with plastic/cans/bait still in packets and every kind of smelly rubbish you can think of. The man collecting the rubbish said it looks like it is often the same people as there seems to be the identical stuff regularly. What is the matter with these people!

Organisation of the 60th Festival is ongoing with prizes being organised.
For example for the first weekend the Best Boat fish will win a Penn 6/12lbs Braid rod. The best shore fish will win a Century Flattie Rod and the best mackerel, 3B Rockling or Ballan Wrasse will win a Nomura 5000 Spinning Reel.
Best junior fish will win a £25 Tackle Voucher or a bass/flattie rod-2nd best fish will win the other.
Every senior prize will be valued at at least £50-with prizes up to the value of £150 at the moment and of course it's all catch and release.
As donations have been so generous there might well be a 3rd senior shore prize each weekend-this would make a total of 24 prizes to be won. We are still very much open to further donations from members old and new

A very big thank you to one member today who made a very generous donation to the 60th Annual Festival. It looks like we will be having more prizes than we first planned.
As a start we will be having 2 junior prizes each weekend. That's 8 junior prizes in total-and all catch and release unless you want to keep fish to eat.

Quick reminder to all members:
Club members may only use 2 rods with a total of 3 hooks.
A pennel rig counts as 1 hook and a treble as 1 hook.
"I was just catching bait," is not an excuse to use more hooks or rods.

All fish sent to the website must be in Kilograms and/or grams-you should either weigh in metric or convert after weighing.
If you don't do this it just makes a lot of extra work for the Fish Recorders. There is a conversion chart on Recorder's Page.

I (Malcolm Gilbert) have managed to speak to Keith Rossiter this morning and he takes full responsibility for the error. I have stressed that the message the RSA Community wish to send out is that RECREATIONAL ANGLERS TOTALLY SUPPORT THE PROPOSED BAN OF NETTING AS PER THE IFCA PROPOSAL.
He assures me a correction will be published and has undertaken to call me in the future if a fishing issue that relates in any way to anglers/angling becomes newsworthy.
There is a news article in Western Morning News Thursday 23rd June, written by the same journalist, putting the anglers point of view with quotes from Malcolm

All recreational sea anglers,
I (Malcolm Gilbert) have received an email from Leon Roskilly allerting anglers to an article in the Plymouth Herald about commercial netsmen objecting to possible closure of netting in the Torridge estuary. It's the all too familiar story of commercial fishermen criticising the scientific advice about bass stocks. They say that bass stocks are fine. They oppose proposed bylaw to end netting in the estuary. Read the full story at:
http://www.plymouthherald.co.uk/fishermen-challenge-ban-on-sea-bass-netting/story-29422900-detail/story.html?utm_content=buffer6b432&utm_medium=social&utm_source=twitter.com&utm_campaign=buffer
BUT, before you do, be prepared for a surprise. There is a photo of the demonstration by recreational anglers that took place in Camborne on Saturday April 9th and the clear implication is that anglers support the netsmen!!!
Needless to say, Malcolm will be getting in touch with the paper to put them straight on anglers views. More to follow.

Could members please spare a few minutes to help with Southampton University's Bass Regulations survey
Hi All,
I was wondering if you’d be able to help. I’m currently conducting a survey with the University of Southampton as part of a postgraduate research project, with the aim of determining the response of sea anglers to the newly implemented seabass regulations. As part of our data collection, we’re hoping that anglers will take part in a quick 5 minute online survey to tell us how they feel about the new regulations, but also if/how they will change their behaviour because of the regulations. I know the Angling Trust distributed the link this morning, but I was wondering if you’d be able to help us by circulating the survey to Mounts Bay AC members, or by putting us in contact with fishermen with the hope that they may complete and promote the survey themselves?
The link to the online survey is here:
www.surveymonkey.co.uk/r/seabass2016
You can also find us on Facebook at:
www.facebook.com/seabass2016
Any help is greatly appreciated, and will really help us understand how anglers will react to the new regulations which in turn can affect both the fish stocks and the people who rely on the angling business supported by bass. I work in the angling trade myself and know how busy things can be, so I’m grateful for your time.
Kind regards,
Alex Maydew.
President, University of Southampton Angling Society.

A couple of super boat fish for club members. Looking at the club boat boat record list there doesn't appear to be a club boat record for smoothound so unless someone knows differently Mark's fish is the new club record.
What a lovely fish for Junior Oliver Burnell-a seatrout that weighed 1bs 6oz.

Westward Competition Results
At last a reasonable set of results with a fair number of fish and the great thing was that only a few edible fish were brought to the scales. All dogfish, mullet and smoothounds were returned alive. They don't have to be killed just to win a trophy and a small amount of cash. Well done everybody.

It was a bit boring last Sunday so here is a photo taken by team member Daming Gong of another team member Pete Kessell taking photos of the horses down at Penberth-meanwhile their floats hardly got wet-especially the top halves.
Just to add to the excitement here is a link to Daming's video of the day's action-or lack of it. Lovely scenery though.

News from the meeting of April 12th
The Chairman and President both thanked those members that attended the Angler's Demonstration at Camborne on April 9th.
The demo had received a lot of publicity in the press and online and hopefully will make a difference when future decisions are made.
Chairman Mike also reminded members about club garments for sale with the excellent club logo on the back and badge on the front. Almost anything can be obtained -try looking at the Exibit 1 website to see the catalogue. You can even get Craghopper and Regatta garments embroidered.
Treasurer Ed Polley reported a very healthy balance sheet with membership now standing at 113.
Junior Leader John Brooks reported that 12 adults had obtained their first aid qualification. The last Junior meeting by Jen Lewis on Gilthead Bream was very good. Jen will be hoping to obtained bream heads, scales etc. from club members-more details to follow. The next meeting would be on 25th April and would be led by bass by well known angler Austin Goldsmith-seniors welcome.
On 8th May would be a free boat trip on board Mermaid 5-7pm. Thanks to Adrian Thomas for this super gesture. The comp would be run as the annual RNLI sponsored comp.
Will Harvey gave his report which can be seen in full on his page. Shore FOM for March was an LSD of 2-11-1 for Pete Kessell. Boat FOM was a haddock of 5-12 for John Hocking.
Pete Kessell reported that the Easter Comp had been fished by 20 members. Only 2 fish came to the scales an LSD for Mark Alford and a mackerel for Chris (Dexter) Doyle.Chris Doyle was now leading the shore league (see shore lge page).

So far members had donated £215 in cash, a £25 tackle voucher and a £100+ fishing rod. If you would like to donate to or sponsor this event please contact Peter Maddern, Mike Delbridge or Ed Polley.
Sid Pender has compiled a list of every person who has ever won a trophy or award in the 60 years of the Festival. This list will be published and hopefully the BBQ at the end of the Festival will be a special event.

George Eustice wasn't there to meet anglers face to face:
The West Cornwall MP did however put out a statement on his Facebook page. Sadly his words only further demonstrated he really doesn’t get what we are saying still! His statement indicated he believed we were marching as we wanted to catch more bass this year: not because the restrictions he had agreed to were unfair to anglers AND insufficient to halt the stock decline. Given the numerous letters so many of us have written I find this misunderstanding hard to understand. Either the Minister just doesn’t listen or he really is a fool. (ukbass report)

Hello Peter,
My name is Ben Conway and I'm a second year student studying FdSc Marine Conservation at Cornwall College Newquay. I'm currently doing research for my individual project which is all based on stakeholders' perceptions of the health of fish stocks. My stakeholder groups include recreational anglers, commercial fishermen, industry regulators and fisheries scientists. I'm a very keen sea angler myself but am not a member of a club or affiliated with the CFSA.
The reason I'm contacting you is that I would appreciate your help in getting some survey responses from MBAS members. The vast majority of serious anglers I know or routinely see out fishing are club members so their opinions are exactly the kind of data I am looking for. The survey itself is extremely simple and should take very little time to complete. The focus of the project is in comparison of the different groups perceptions of the resources and looking at reasons for any differences of opinion.
The link to the survey questionnaire is https://www.surveymonkey.co.uk/r/X6STYMG
To find out more about me as an angler, I keep a blog that I regularly post onhttp://dogfishdiary.weebly.com/

Anyone fancy a trip across the Pacific?
Dear Peter,
I’m an assistant producer at Windfall Films and I’m looking for fishermen and anglers for an exciting new series for Channel 4.
To give you a bit more In this project we will retrace the steps of a famous voyage across the Pacific Ocean in a small replica boat in July this year. There will be a crew of ten on board with various skill sets including at least one fully qualified ocean yacht master. We’d love for a fisherman or anglers to become part of that crew! This is an adventure/survival series in the tone of Channel 4’s The Island and will test successful applicant’s mental and physical endurance to the maximum. It is a fantastic opportunity for the right person to really have a once-in-a-lifetime experience.
We’d love to get our message and flyer (attached) out to your fishing community in any way we can, and if you could post on social media or point me in the direction of larger than life characters who would be good for this that would be a great help too.
Is this something you might be able to help with?
Kind regards,Ben Phethean

We need your help - urge your MP to speak up for bass and recreational sea anglers at Commons debate
The Angling Trust is appealing to members to support the battle to protect bass.
Last week, North Cornwall MP and keen angler Scott Mann successfully secured a three-hour backbench debate in the House of Commons to highlight the unfairness of the current measures on recreational sea anglers.
We are asking anglers to email their MPs with a link to our latest Fishing Lines briefing on bass and urging them to turn up for the Commons debate at 2.15pm on Thursday, February 11th to support Scott and speak up for angling.
The debate is entitled 'Conservation of sea bass…’ and Scott will be moving the following motion: "This House believes that the recent EU restrictions on recreational bass fishing are unfair and fail to address the real threat to the future viability of UK bass stocks.”
Here's how you can help:
1. Find your MP by clicking here and entering your postcode
2. Send your MP a message urging him to support Scott at the Commons debate and help protect bass. Remember to copy this link http://ow.ly/XWzUD to the Fishing Lines briefing and include it in your message
3. If you wish, you can download a letter we have already prepared here: http://ow.ly/Y0cIL It already contains the link to the Fishing Lines briefing
The Angling Trust and BASS will be supporting Scott in his efforts to highlight the need to create a sustainable recreational bass fishery delivering maximum economic benefit to coastal communities.
Please do all you can to get your MP to help.

As mentioned below some club members witnessed the sad site of a dead dolphin floating in Mounts Bay last week. Have been asked by Cornwall Wildlife Trust if we could use the number below to inform them about dead/live strandings immediately.
Be great if all members could store this number on their phones.

3 Bearded Rockling 520g for Robert Burnell (8/1/16)
Brilliant fish to report.
Robert Whipp has beaten the club small eyed ray record that fishing mate John Hocking set a few months ago. John's fish was just over 14lbs but Robert has now upped that with a stonker of 6685g (about 14lbs 12oz.) This is almost certainly the biggest small eyed ray ever landed from the shore in Cornwall.
The fish was weighed officially and will be eaten by the family.

Catch and Release 2016
Below are some good and not so good examples of fish measuring for catch and release. In 2015 we allowed fish where photographs were not the best quality. In 2016 we would like anglers to take more care with their proof of capture especially as we are allowing catch and release in all club competitions. Begins with January flatfish comp.
The black and white tapes show up much better in photographs. There are club ones available in Mermaid Bait and Tackle and Newtown Angling. We will have some more available at the first club meeting on Tuesday Jan. 12th.
They are excellent tapes but cost quite a lot to have made with the club badge on.
Anglers Den Hayle do their own black and white tapes.
Catch and release is your choice. By all means keep fish to eat, there are plenty of club scales for weighing but remember as we are not members of the CFSA, our many sets of club scales cannot be used for CFSA fish if you are a personal member.
